The Oregon Department of Transportation has sent out a public notice and provided a website notice that the gas tax is expected to increase with passage of HB 3991. Yet, the tax has not been signed by the Governor. There is an announced petition referendum drive to stop the gas tax (Taxpayers Association is involved) even if the Governor plans to sign it. So there are two stages left to go for this bill.
ODOT could have said the gas tax “may increase”, but by saying “expected” they are appearing, to many, to be making a political statement.
Is the Governor planning on forcing this tax? Already Kotek is delaying signing the bill to deny voters the full-time to gathering signatures to repeal this tax.
